I have a new photo (jpg) I want to add the before photo down in the lower right hand corner like a thumbnail...Is there a free program on the internet to download to merger two photos together like that?...

You already have a simple graphic editor on your PC that should let you do that. Start > All Programs > Accessories > Paint.
Open the Before picture
Resize to be small enough to fit in the corner of the After picture
Copy into the computer's memory
Open the After picture
Paste in the Before picture and move to where you want it
Save the finished picture
