I think you are talking about a variegated leaf. Variegation can take a few different forms. See links for examples that seem to match your description (you have to scroll about half way down the third page to see the good variegated specimen).

If u want to know a leaf with green and white colour combination then its of pedilanthus(a plant with variegated leaves, thick,succulent,green stem)Its a common ornamental.For other plants please refer the ornamental horticulture books or web.

Hey mate, I'm %100 certain that what you are referring to is "Hoheria populean varigata", or one of a million other variegated plant species.
