Peace be with you,
The Holy Water I beleive you are referring too is that which is regular water prayed upon by Priests and then it is considered Holy.
The only true Holy Water is in Saudi Arabia in the Mosque where the Kaaba is. This water is called ZamZam water.
Ishmael (Abraham's Son), peace be upon them, was a infant at the time his mother was despertaly searching for water for him. Suddenly Ishmael kicked the ground and this water sprung up so GOD could make sure the baby could drink. Today, the water still flows "magically" so it's basically water from Heaven.

Holy Water is a sacramental.
Sacramentals are sacred signs that help us live holy lives. Although they do not produce sanctifying grace
Sacramentals include blessings of persons, meals, objects (including water), and places.
The priest blesses the congregation during Mass.
Christians bless their meals. "Bless us O Lord and these thy gifts, ..."
Priests bless water, animals, ships, homes, and even automobiles. "God bless this home and all those who enter here."
With love in Christ.

A priest/cardinel/bishop/the pope says a blessing over the water. Once the water is blessed, its holy water.

holy water is any water that's blessed by a priest or a qualified person of the faith.
most times it's not ... most times it's massed produced and then massed blessed by someone who has a mere certificate.
that's how it goes with all this mass production.
it varies... you want the real thing.. you got to investigate the resource who sells it, makes it, provides it for services.
best bet is to get it from the source itself and have them bless it.
best water is stream or river water from a near by church or sacred grounds owned or near a church.. then blessed by the priests and other who are qualified by that church that is on the grounds itself.

It's just blessed by a priest, right? Unless you're playing Castlevania II: Simon's Quest, in which case it comes from some strange old lady walking back and forth somewhere in the first town. :3

It comes from the inventor of snake oil miracle elixir and the makers of the fountain of youth. There is no such thing. This is like a form idolatry that has nothing to do with Christianity.
