you could easily fit a 26 inch wheel in there but the tire would have to be about an inch thick. On the other end you cound get a wheel the size of a golf ball or so but you would have to bold through your 28 inch tire instead of the wheel.

You can get "recommended" size upgrade options from online tire seller such as www.tirerack.com.
there is also a Wheel size calulator at http://www.miata.net/garage/tirecalc.html that will help you calculate size differences to make sure u stay within same diameter without messing too much with the speedo readings and such.

Normaly you can go 2 to 3 inches larger then current and still be able to keep the comfortable ride

Car will accept a 225/40/19
20's will fit but you start getting into clearance problems so it would not be recommended.
