Because that settings not for toast. It's for like bagels and etc. Just because it's called a toaster doesn't mean only toast can be made from it.

Toasters have high settings which you need to correct before
you start toasting your bread in it, lest you'll get a horrible crisp.
You should set the toaster to a lower temperature which can
be adjusted by turning the lever or knob to a lower level.
There's nothing wrong with it, except it needs some temp.
adjustment.

For men. They set it on their to try to prove to us that they are completely helpless and that way they don't have to make their own toast anymore. They also believe that if they burn their toast that this will prove them so incompetent that they won't have to do anything anymore!

everyone likes something different. some like burnt and some don't. i don't but that's just my opinion. i would say they have those high settings for frozen breads or bagels or thicker bread. i really never thought of it or thought to ask so i don't know :).lol
