Killing an animal by shooting it is not "cruelty to animals" if you follow state hunting laws. Many times population control is used to prevent mass starvation over winter of many wild species. Check the local hunting laws. Most if not all cities prohibit discharging a gun within their limits. For ferrel cats in the city you can use traps since poison might be consumed by someones pet. stray animals can carry disease and infect your own animals and ferrel cats can hurt house cats. Very few states require a firearm to be licensed since a gun registry is considered by most a violation of civil rights.

Normally a "house cat" is not considered a feral cat. If feral cats are a nuisance and a health problem in you area, your best bet is to contact the ASPCA or even the police dept. and ask them what is allowed in your community. Shooting a gun in most cities is illegal. If by some chance you are in an area where you can shoot feral cats, be sure you have a license to own the gun and also to carry it properly. Always, always be aware of what is behind what you are shooting at!

i dont think so. in most places there are laws about animal cruelty. i know a few years ago, i heard a story on the news about a guy who found an injured, obviously dying bird. he decided to break its neck to put it out of it's misery, and he ended up getting a huge fine for it.
