At any given time, only a certain percentage of your hair follicles are active. On your scalp, the number is close to 50%. On your arms, it's closer to 20%. The other hair follicles are dormant and will become active when the hairs currently growing naturally fall out. I suspect that the hairs on your arms grow at a similar rate to the hairs on your head, but just fall out more quickly so they don't grow to reach the same length. One way to test this theory would be to dye one individual arm hair bright pink or something, and then see how long it stayed on your body before being shed.

because of the fact if the hair on your hands grew as quickly because of the fact the hair on your head, you could appear as if an orang-utan. apart from, if the hair on your legs could no longer shop up, you could appear as if an orang-utan that had its legs shaved. hence, to help differentiate human beings from orang-utans, the hair on our heads grows quicker than the hair at something of our physique.

your body is covered with lanugo hair. it is meant to protect the body. it is every where on you except for the palms of your hands and feet. the hair on you head is also meant for protection against weather. it needs to be thicker, and longer for this purpose.
