Try to distract her. Play or catnip or treats or whatever. She'll be like this for a while, though. Make absolutely sure she does not get outside--every neighborhood tom will smell her, and she can get pregnant in a heartbeat (not to mention getting things like feline leukemia or FIV from them)!
Soon as she's out of heat, get her spayed; that way she'll never have to go through this again. Actually, make the appointment now--some vets have waiting lists.
Ask your humane society for low-cost spay/neuter programs in your area if you can't afford vet prices.

[FOLLOWING POTENTIALLY HIGH IN THE GROSS-OUT AREA] There is something you can do, but it takes a special person to be comfortable with it--essentially, you "fill in" for the male, and yes, I'll admit to having done this with cats I've been fostering. You take a digital thermometer (with a disposable cover) and put a dab of KY jelly or Vaseline on the end and...well, you can guess where to put it. DON'T confuse this with what you hear about human sex -- the thermometer only needs to go in the slightest bit. Your cat will yowl and possibly growl and hiss, and then she'll pull away and roll around in what appears to be a sort of "cat having a cigarette" fashion. In the past, it has required about 3 "treatments" to get a cat through heat. However, as others have said, she WILL be fine if you do nothing.

A cat's being in heat is a natural process, she really isn't unfomfortable, but knows she should be being bred to have kittens so will howl for a male to hear her. When the natural time has passed she will come through just fine. However, if you want to have kittens find a suitable male, don't just turn her out into the night for any Tom, Tom, or Tom cat to breed her! This is all part of her becoming an adult and she will go through this every heat cycle. By the way if you know you don't want kittens, please have her spayed.

Get her fixed (spaded by a vet), its hard to give away kittens all the time and the cat yowling when they in heat ? It drives u nuts not to mention male cats are just as loud and a male will ''spray'' urine around the house so the female knows he's there. A female cat will have no concern about traffic and will lay on the road (any open spaces) so a male can find her easily and breed her

I know this sounds weird but my grams cats would go into heat and it would help them if you scratched the base of the tail right at the end of the spine she'll love it.

My best friend has a cat named Princess and she is heat right now. My friend just sometimes leaves Princess alone. And sometimes she plays with Princess and she comforts her all the time. When she comforts her it makes Princess feel very good.

She isn't uncomfortable. She merely desires to mate. Her will to mate is very strong. She will stretch and elongate her body, she will meow and be more aggressive, she will attempt to get out of the house. If you don't wish for her to mate then you must console her with massage, pamper her need to be stroked, feed her more often, allow her to freely roam within the house.
Give it at least two weeks. Her heat will subside and she will become more docile.
