I know some folks that are not caucasian and they go to the dermatologist for this question. Some options are bleaching your skin and there's also pills you can take that will help stop the process of producing coloring of the skin. And I think it does make them look lighter, a little wierd. Think Michael Jackson. I'd say, stay natural. Just do as others suggested, stay out of the sun, wear a hat, carry umbrella/ parasol, use sunblock and just be happy with your natural self.
Maybe use foundation and powder to go a little lighter if you are desperate.

Use sunscreen, avoid sunlight and then in about 2 weeks you'll see a difference. If not then your skin color must've been changed while growing up, thats natural. If you want to change your NATURAL color then that''ll be sooo difficult and nearly impossible. You can use whatever creams you like, but it will only be VERY temporary and not that much of a difference.
My advice, is just stay out of the sun cuz its harmful anyways, and use sunblock and love the skin ur in ;* Hope that helped :)

Use sun block. What tan you have will fade over time. You shouldn't use skin whiteners, you don't know the lasting damage it could do to your skin. Think of what bleaching does to your hair.

Use sunblock and spf moisturizers before you go out. I know they do have whitening creams out there. I think the best way is to just stay out of the sun.
