Yes, most applications for loans and scholarships do ask if you have ever been convicted of a crime. This does not rule you out for loans, though. Most of these are accepted on a case by case basis. It is often determined by the severity and nature of the crime.

Is the person a DRUG convicted Felon? If not, then they are eligible after so many years. Check with the schools admission department.
