As far as I know, there is no verse that specifically commands that we are not to communicate with the dead. However, in Ecclesiastes 9:5, it says that "the dead know not anything." In Psalms 115:17, it says that "the dead praise not the Lord, neither any that go down into silence..."

If this is the case, the dead would not be able to communicate with the living, despite the fact that people "communicate" with the dead.

First Samuel, Chapter 28., verses 3 through 25. This is what got the whole anti-divination thing going. I'm pretty sure that the Children of Israel had rules handed down by God that forbade talking with the dead.

King Saul was at war and things were going badly for him. He sought out the witch of Endor and had her conjure up the spirit of the prophet Samuel. Samuel had been Saul's advisor when he was alive---and whenever Saul needed wisdom he would turn to Samuel.

Since the war was going badly Saul had the witch call up the spirit of Samuel from beyond the grave. Samuel was upset that Saul had done this and he rebuked him. He told Saul that for his disobedience to the Lord in the past, he would be defeated in war.

It's kinda funny the way this worked out. It was King Saul who had made the communication with the dead and dealing with witches illegal in Israel. Since it was against the law to conjure up the dead, Saul had to disguise himself in order to not scare the witch away. The witch found out who Saul was though when the spirit of Samuel called him by name and rebuked him for trying to communicate with the dead by the use of witchcraft.
