Anyone under sea level would be in major trouble, coastal areas also, aswell as islands. Nova Scotia, where I live, would be wiped off the map. (depending on how much of the ice caps were melted and how much the sea level rose by.

If the entire icecaps melted, any areas near the coast line would be at risk. Any island type of territory would pretty much disappear an the only safe places would be near large mountain chains.

Naturally the coastal areas nearest to sea level will be effected first. This means nearly a billion people on earth will be displaced due to rising sea level caused by global warming.

Hi. Water finds it's own level. If the sea were to rise by, say, three feet then everything that was three feet above maximum high tide would find itself wet several times a year.
