I believe it is the consistent teaching of Scripture that God punishes people for their own sins. In Deut: 24:16 we read, "Fathers shall not be put to death for their children, nor children put to death for their fathers; each is to die for his own sin." More-over, in Ezekiel 18:14-20 we read that children will not die for the sins of their fathers.
So, how are we to interpret Num: 14:18? I think this verse is referring to the fact that parents pass on to their children sinful patterns of behavior. A parental environment of alcoholism may produce a child who ends up drinking. A parental environment of yelling may produce a child who verbally abuses others.
There are all kinds of examples of this type of thing in Scripture. Ahazia "did evil in the eyes of the Lord , because he walked in the ways of his father and mother" (1Kings 22-52). His mother "encouraged him in doing wrong" (2Chron 22:3) Similarly, in Jer:9-14 we read of those who "followed the Baals, as their fathers taught them." So again Numbers 14:18 is basically dealing with sinful patterns of behavior being passed on from one generation to the next.

Part of it is that all of humanity is prone to sin in general.
And part of it is predisposition to certain sins based on having a personality like your parents.
(Quite often violent people had violent parents)
