Maybe he just don't know what to talk about.....since he jokes with you all the time he's waiting for you to start a conversation........and you said he has a girlfriend......honey ! it wouldn't work out with you, it would always be the other girl and you would come second not first.

He may know you like him already, so if he does then be ready to hear it. But, I would back off since he's with someone. If he cheats on her with you, then you'll always wonder if he's cheating. It's kind of a no-win situation if you think about it.
Just wait until they're broken up. If you want to speed that process up, bring some hot guy around him next time and flirt your butt off. He may just get jealous enough to break it off to go after you.
Who knows!

if he has a gf, don't ever try to say anything and just keep the status quo if you really like him, let things start from him thiss way you can tell him to get rid of his gf, just think if you tell him you like him and things happens with him still with his gf he will have two of you and you will end up sharing him with another gf, and i don't think you like that and you cannot tell him to get rid of his gf because you started the relationship even if you knew the fact of his relationship. be smart,keep quiet, and things comes to those who wait!
