i'm aware that torture is not prohibeted by the 10 commandments. Is this why the US government - which is essentially a christian regime - is ok with the partial drowning of prisoners?

Would jesus mind us torturing a terrorist - if it meant we could save innocent lives. Or would jesus always say that torturing our fellow humans is wrong?

Torture per se, is not addressed either place.

From the rabbinic perspective the command that you are not guilty if you kill a man breaking into your house at night is evidence that even deadly force is permitted. As Talmud puts it, "if a man breaks in seeking to kill you, arise quickly and kill him first." From this it is understood that applying pain to one who is seeking to kill you is permitted, since pain is less than death.

Well we are to treat people as we would want to be treated, so I would think that would go for everyone, terrorist, martys the works. Jesus said that those that suffer for Him will have a heavenly reward.
