This guy at work and I have been exchanging emails for a some months, he asked to go out, we went out once for a couple of drinks, and then he asked me when could he see me again..., we haven't been able to go out again, even though we've tried to have a date, he apollogised saying that he has an insane schedule, I know is true, but he confuses me, because I can see him looking at me all the time at the office, how can I know what's going on?, do you think he likes me?..

You will soon learn that office relationships causes a lot of unnecessary problems at work. I say let him know that you like him if you think attempting a relationship is worth it. Don't force an answer from him and just leave it alone and let him come to you when he is ready.

Do you have other friends? Ask them. Otherwise my suggestion is to force him to make time no matter how tired he is. If he really likes you he will go out with you. If not let him go.
