are they for real or a scam they always ask for 24.99 etc & if i send said amount i get one million 900,000 $

Scam.
How in the world could you have won a lottery or sweepstakes you didn't enter? You can't.
The law states that any taxes from amounts won are to be taken out of the winnings/paid after the fact. You never have to pay to receive a prize.

We would all love to receive free money to rid us of our financial troubles, but step back and think about this: If it sounds too good to be true, it probably is.

These types of "awards" have been the subject of many news and consumer reports. They are scams. If they ask you for money, then there is a 0% chance this is legit. Not only is this a scam, but the people behind it are also very difficult to track. I would contact the police and they will do an investigation as to where this letter is coming from and hopefully take down these scam artists.

You should never have to pay for any award. They will take your money and disappear.
