I'm inclined to choose b, but isn't it true that a is also correct?
I think this grammar question isn't well put, and I'm trying to verify it.

I am thinking B. Though A and C make perfect sense to me.

Arny is correct.. If the train was in the action and still could be seen is a).. the train was living-------- if the train just left and is unreachable is the b) option In both cases she couldn t take the train.
There is a chance for option c) more drastic but still in past
when she....arrived the train left It s possible too
All depends of the context of the story

Any of them could be right. It depends on the context. If the train was already gone by the time she got there, it's b. If it was in the process of leaving as she arrived, it's a. If it left immediately after she arrived, it's c. If she hadn't arrived yet, but someone was discussing what would happen when she did, it's d.

So yes, it's very poorly written.

i say a or b. A would be present tense and b would be past tense
