Simple answer, No, they are different.
Yes, they are wet and go on the same way with a brush, and essentially look the same, but there are a few added things depending on what the Primer is being used on or for.
Primer is usually considered a sealant; to protect the surface that will be painted whether it's metal, wood, or drywall. Primer is also used when one wants to paint a surface that is currently dark with one that is much lighter.
So, instead of using many layers of paint, one would use the Primer and then the color one wants.
Now, you could probably get away with painting with Primer for a little while, but the finish would be off... and might even wear poorly, causing you to do more work later....
Good luck, but the best thing is, do more, quality work at the beginning, then you can enjoy your handiwork longer! and know it was done right in the first place!

Primer is usually to seal and create better adhesion for the top coat of paint. Visually, it is "thinner" it would take more coats of primer to evenly cover a wall than coats of paint.
If what you are painting is of the same paint type (oil or latex), a relatively close color, and has no stains or damage that would bleed thru the paint, (for example, if you were just giving a wall a coat of similer colored paint to "freshen it up") you could skip the primer and just do a top coat if you were really strapped for cash. Just make sure you clean the old paint really well and, if it is glossy, sand it a bit to rough up the finish for the new paint to adheare to it.
Personally, I would just get the primer and paint and do it right the first time.

They are different. Primer is used to cover up darker colors when using lighter colors and it also sticks to the old covering so that the new paint will stick to the primer which it may not be able to stick to the original covering.

NO. Primer is made for paint to stick to. Other things will also stick to primer like wallpaper and dust and dirt and grease and fingerprints. However, depending on what you need the primer for sometimes you can water down paint and use it for primer.

Primer is used on walls that have never been painted or to cover darker shades before applying a lighter shade. Paint is the top coat and comes in glossy,semi-gloss and flat.

no perimer is a sealer and usually its not water proof you would be better off to just apply two coats of paint and be done with it.
