It means 'God on High'..... "Gloria in Excelsis Deo" (Latin for "Glory to God on high") is the title and beginning of the great doxology (song of praise) used in the Roman Catholic Mass and, in translation, in the services of many other Christian churches.

Hope this helps!!

"to God in the highest". The full phrase is "gloria in excelsis Deo", i.e. "glory to God in the highest", which is what the angels are reported to have sung when announcing the birth of Jesus to shepherds in the fields near Bethlehem.
