I clicked to read some answers, one I had responded to, and one of the answers said "This answer is below your threshold". What does that mean?

OK, right under the "Answer this Question" button, off to the right, there's a dropdown list that says "Show:" The options are: rated 2 or higher, rated 0 or higher, rated higher than -2, or all answers. Answers that are rated lower than your selection won't be shown. To show them, just select "all answers" from the dropdown list.

I think it's a new setting, it wont show the answer if it has so many negative votes.

That means that you cannot understand the meaning of the same and you are not worthy for the same.
