The sensation of tickling has evolved to alert us to the presence of small creatures on our bodies. We feel the tickling, do not like that feeling and it forces us to act to stop the sensation by removing the cause of it.

This was helpful to our survival because it protected us from being killed or hurt by poisonous bugs or harmful parasites.

I'd imagine it becomes painful when there is too much of the tickling feeling and the brain interprets this as a greater threat.

Sensory overload. The pleasure centers are crossed with the pain centers and the resulting confusion in brain signals to the muscles causes a backlash of frantic spasms and panic.
