Having a farming background - I talk to animals all the time. I would says dogs, within their capabilities, understand the native language of their country, since they interact with humans.
Birds, on the other hand, don't understand language, so I consider them non-lingual with humans (there are exceptions - maybe a house parrot), but birds rely mainly with communicating with each other, so their communication is of the same efficiency regardless of their location at the time.
In summary, if you see a dog raised by your Hispanic neighbors, yell at the dog in Spanish when bad. And teach your dog to understand English - you'll have a bi-lingual hound!

Depending on what language the commands were taught in, your dog may only understand one language at this time. But he doesn't speak it. He speaks "Dog". You can retrain in your native language but it would be easier on your dog if you learned the commands in the language in which he was taught.
The following was found in a website regarding dogs and language:
"In an interview with Nish Nalbandian, service dog trainer and president of Sirius Canine Training and Consulting, Inc., I learned dogs do not understand language at all. They learn to associate a verbal cue with a specific behavior in a process called Associative Learning/Classical Conditioning. Dogs do not understand the words. "
Also, I have included some common commands in Spanish:
"Sentate!" - Sit!
"Quedate ahi!" - Stay there!
"Veni aca!" - Come here!
"A la cucha!" - To your home!
"Callate [dog's name]" - Shut up!
"Afuera!" - Outside!
"Vamos!" - Let's go!

They do not "speak" another language but will understand another language. Some dogs like dobermans, rottweillers and German shepherds that are trained for police work or for gaurding, if they are raised in Germany, they will only understnad German commands. When dogs, birds, speak to each other, they talke their own language, not human language.

Actually the dog would know his commands in Spanish - not because he was born there but because the people who rasied him talked to him in that language.
Many patrol dogs are trained to respond to commands in another language - that is so some macho idiot doesn't give them a command by standing there saying "kill, kill" thinking he is funny.
I always used French or Latin with those dogs. Most law enforcement use German.

Dogs don't understand what is being said to them the way that humans do. They have just been trained to perform a specific act with each command that they are given. I have a friend who trained his dog with commands in spanish. It's kind of cool, but if you don't know spanish the dog won't listen to you.

Dogs don't speak any language but dogenese. But, they can understand commands in a different language. They also understand commands by the tone of your voice. Hand signals are good to teach your dog also.

Our dog is Spanish, he does not speak the language. He does however appear to understand English (on occasions), Dutch, German, France and whichever foreign person speaks to him. I am not sure about birds, there is probably one language for all!!!

oh this is soooo sweet, forgive me for saying this but has yr question got anything to do with your name?
Animals dont speak, let alone any particular language but if trained they will understand that word. i.e. To say to a dog by the side of the road...."wait"......then "over" when it is clear. A dog will soon understand this. Also voice conatations will help a dog understand....i.e praise, voice goes up and more gentle. Dont think wild birds understand any language! Think yr dad is pulling yr leg on that 1. Parrots learn to mimic.

animals go off the pitch of ur voice so if ur voice is higher pitched its a happy sign 2 the animal coz wen u praise the dog for doing something good ur voice goes up slightly where as wen u shout or yell at a dog 4 doin something wrong ur voice is deeper
sorry if this spoils ur image of a dog that understand different languages
