Whoever wins the contract. I doubt it will ever get done, though. There's not enough money to build a wall that big. This is just a ploy to polarize voters right before the elections.

The border willl be to prevent illegal aliens.
Immigrants have and always will be welcome.
Americans are going to build it I assume your a believer of " They will do the jobs you won't "
I personally, would have no hesitation to help them construct it.
