Muriel is right in regards to power of attorney over all events....but now a days you can get power of attorney for hospital procedures like surgeries, at the hospitals, no need for a court of law...if that 23 yo is in need of a medical/mental health procedure the hospital can provide papers for POA's that is binding. But it will cover that one time visit, procedure event not as a whole, like the court system will and can...

If the child has been deemed by a court of law to be unable to make decisions base on mental state or a mental condition yes.
But there has to be a medical reason for it, and a court has to grant the power of attorney to the parents.
Or the daughter has to grant them power of attorney, in front of witnesses or legally through a lawyer power of attorney, if she wants to. For exemple Hospitals ask for people to give power of attorney to another person if they undergo certain types of surgery in case something goes wrong and someone has to make a decision.

I believe they can if- and only if- the daughter is, for some reason, not capable of taking care of herself(being mentally handicapped, etc.)

if she is still in school and being taken care of as a dependent then yes. but if she is out on her own (not having to go to mommy and daddy for everything) then she is considered an adult
