I have internet explorer. Everytime I need to go to a website that requires flash, I click get flash. So it sends me here ---http://www.adobe.com/shockwave/download/download.cgi?P1_Prod_Version=ShockwaveFlash-- I click install now. Nothing happens, a little red x shows up in the corner. It says there is sussposed to be a installation completion movie, but nothing happens.

An Active X or some kind of .Dll might of gotten corrupted when you installed it. Yes Flash is there but some of the componets are messed up. I would recomend:

1st http://www.adobe.com/cfusion/knowledgebase/index.cfm?id=tn_14157

then Go back to Adobe to reinstall flash player. THis should fix all your flash player issues

goto the download page and find the uninstall flash player link. With flash player 9 you need to use their tool to uninstall the player. Uninstall reboot then reinstall. That should hopefully fix your problem. I had a similar problem where ie would use an older version I had installed on my system. I used their uninstall tool then reinstalled and that solved the problem
