Because fast cars tend to be more expensive, and as such they make bigger profit to car factories and salesmen. People also seem to buy a car for reasons beyond their transportation capabilities, so as to make their neighbors jealous. Also, it is good business for the bear to catch speeders. Tickets produce money, but arresting a murderer or a drugdealer will cause huge money losses in incarceration and trials. And i think it is a relevant comparison between stupidly expensive cars and booze. Alcohol is a central nervoussystem dissolvent. A poison. Yet government sells it for a good profit knowing it hurts some people and their families. Of course, it is a matter of choice.

Excellent question. The answer to it is that speedy acceleration is considered desirable in a car for safety reasons and comfort, and high top speeds are a necessary by-product of that kind of engineering. It's true, they could be more discreet about it in advertising, but the other fact is that people still are impressed by speed capability, even if they can never hope to make use of it. It's psychological. It makes you feel like you're riding the better horse, as high performance equals good health in biology.

By the same logic, do bars & liquor stores encourage you to get drunk ?
I guess it depends on the individual. Some people like to have the power but rarely use it; while others feel the need to use it constantly & eventually get in trouble (or dead).
Car manufacturers are just catering to peoples' wants & needs.

there are different speed limits in different places so it would be hard to limit a car to a certain speed. But if it makes you feel better cars like the ford mustang, bmw m3, and mazda rx8 have an electronically limited speed

they arent encouraging you, some people like fast cars and there ARE places to go to bring them up to that speed.
then again because people like speed, they also dont mind taking the risk of getting a speeding ticket just for that "rush"
