What countries own them legaly (how?) and what countries own
them illegaly?

The US owns them legally because they have not signed the international agreements on getting rid of them. This doesn't mean that the they want to keep these weapons, it's just that USA wants everyone else to get rid of the weapons first.

In the meantime however, these weapons need to be developed so they are up to date, and much better than the what the "enemy" has, of course.

The folks who say that we haven't signed the Geneva Accords or the Chemical Warfare Convention are mistaken. We have signed both, and are in the process of destroying all our chemical weapons.

We signed the Geneva Accords against chemical warfare during President Nixon's tenure, and we were among the original signatories of the CWC. But due to political bickering, we have not been able to live up to the original timetable for destroying our stockpile.

Also, during Nixon's presidency, we foreswore all biological weapons. While with chem weapons and nukes, we stated that we would retaliate in kind, we have categorically foresworn the use of bio weapons -- we will never, under any circumstances, ever deploy bio weapons. They've all been destroyed years ago.

Nukes now are the only WMD in the U.S. military arsenal. The Soviet Union used to have by far and away the largest stockpile of the biggest nukes, but since the breakup of the USSR, those weapons have fallen into different hands. The U.S. may or may not have the greatest number of nukes under its control.

The chemical weapons the US has are ALL being destroyed at various incinerator plants. I don't believe the US has any biological weapons. As for nukes, the US, Russia, France, China, Pakistan, India just to name some legally have these weapons. As for the bio and chem weapons, no one legally has them that is why we are destroying our stockpile.
