my other niece is nine and needs a gift for her 10th birthday im clueless about what to get her

Get real....
Kids like money or gift cards that way they can get what they want
or take her shopping for a girl day out with lunch....she would like that more then anything
or movies passes for her and a friend.....with popcorn and soda money...

My 10 year old daughter LOVES bratz dolls (even if I can't stand em), Pixel Chix, movies (Live action, not cartoons- stuff like Tales of a Teenage Drama Queen, Herbie, Cheaper by the Dozen, etc).
Barbies are a big no-no for most 10 year olds. Claire's is a HUGE favorite though, so maybe get her a gift card, and as part of the present, take her shopping with it and take her out for a cheap lunch, just the two of you.
My daughter is begging me for a Claire's gift card for Christmas this year, after I got her a $10 one last year. Little does she know she already has a $25 one this year. ;)

What about a nice little lamp or a throw rug for her room. My oldest niece is about the same age and loves to decorate her room.

If you look at toys R us you can get some great ideas. You can even go by age.

If she is into crafts I suggest a art set. It has colored pencils, water color paint, and markers in it most of the time. It just depend on what she is into and how much youre willing to spend.

whatever you get her make sure you get her something that allows her to be active. most parents just get video games and they wonder why their kids are over weight. Get her a kite and take her to fly it. Not a crappy one but a cool one.
