I'm a geezer and visually impaired to boot, but what my mum and dad did was cut out heavy cardboard in the shape of a foot make holes for the shoe laces and my mum would have me practice tying my shoe. She used to tell me I'd have to make a big bunny ear to tie the lace around and presto chango if I did it right I got two ears instead of one. She'd go one two,let's tie our shoes, three four let's do it some more , five six, you catch on quick , seven eight you're doing great, nine ten , wanna try it again?
I can't believe 48 years later I still remember that LOL.

Velcro!!!
You're asking a question that cannot be answered without seeing how it's done. There are only two basic ways of tying one's shoelaces. I don't think either is "best", or even a concern.
Sooner or later everybody acquires this "skill". Until then, go with the velcro. It's a real stress-saver.

I think the best way is repetitively showing each step on your shoe and at the same time letting him/her try each step out also. Like saying "see, do this" and then let them do it. And then the next step. Repitition is key. There are books and videos out there but nothing beats hands-on learning.

We found it worked to put the shoe on a table, so our son could sit down, rather than when it was on his foot. Stand behind him so he doesn't get left and right mixed up.

I don't know about the "best" way, but I learned by practicing on a big doll that had shoelaces, zippers and buttons.
