How many digits are in a Baghdad cell phone number?

I am aware I need to dial 011 964 1 for the country and city codes and I have a number my friend sent me, but the call never goes through. I am wondering if I have too many/too few digits in the number, which starts with 0770

I checked out some baghdad hotels for their phone numbers.

For example, Al Mansour has a phone # listing of 009641 8853323, and Ishtar Hotel has a phone # of 009641 8860039. I'd suspect you'd call 011 964 1 xxxxxxx (the seven digit # they gave you).
