I suffered from ur same problem for years till a friend of mine advised me with the following:
don`t ever use shaving to get rid of hair since it makes it stronger & black and instead use wax which makes hair weaker with time PLUS use acetone to clean ur skin with immeditly after waxing.
don`t laugh i have bing tried it for 2 years now and i have a very weak hair.i use wax every 2 or 3 monthes now.

hope that i could help
good luck

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

Waxing lasts longer than shaving. If you have the $$, consider laser hair removal.

There are certain types of lotions you can get that slow the hair growth at the store.
Waxing.
Also try the hair removal lotions as well.
