it usually means he is trying very hard to figure out how to approach you but he's affraid of turning you off or seeming foolish of course he likes you, next time just approach him as if you were allready past that point and talk to him nature will do the rest

My daughter asked that same question last week. And then this week she got a note from that boy that had been staring at her. He wrote in the note how he felt about her. Before this, he had been looking at her for months. She too had liked him, but didn't know how to go about it.
Often boys will do this because they really don't know what to do. It's so difficult to go up to the girl. I had expressed this to my daughter and was absolute about it. So when she got that note from him, it confirmed what I had said all along.

Not really, it could mean he likes you, but more likely it just means he really likes what he sees (there's a big difference).
Funny thing it could mean the exact opposite, he really doesn't like what he sees. But usually if this is the case it will follow with smirks and laughs rather than smiles.
