I wouldn't do it right now. Wait til spring and move them out gradually. Leave them outside a few hours a day and work up to leaving them out permanently. They will probably love you more for the change.

Yes you can any time of the year as long as the winter cold wind doesnt flow threw their cages and as long as you have the means to keep them warm enough in the cages you put them. I have 4 out door aviaries of cockatiels and I have heating lamps inside of them and I have greenhouse panels around them to keep the wind off of them. HOOK BILLS like cockatiels, parakeets, quakers, macaws, anything with hook bills breed better in the coldest weathers, this is why some states ban quaker parrots and others from being allowed into their state at all. So move them out there if you want to, they do well in cold weather.

Yes, but wait until the weather's warm again in the summer. I did this by leaving the open cage in the aviary for a few days. They'll jump for joy. Put some branches from fruit trees in there too, and some shaded area. Good for you. Lucky birds!

Yes you can move your cockatiels now if all the appropriate steps are taken to make the aviary as comfortable as possible. I don't know where you live, but you need to make sure they will be warm. There are people around here that have birds in their aviary year round. I also think you should have plenty of nest boxes available for them to sleep in.

Do not move them now as they have no time to get acclimatised before freezing temperatures are here. Idfeally wait until the end of May next year.
I have just taken in a little kakariki who will be going out into the mixed aviary eventually but not until next year now. He is presently in quarantine here.

Cockatiels are native to Australia, if your climate is substantially colder than there they shouldn't be left out for the winter
