You may be denied a passport because you have not proved you are a US citizen -- this is the most problematic case. Typically it's because your birth was never registered, in which case you need to show contemporaneous documents and testimony.

Or the issuance of a passport is blocked because of child support arrears over $5,000. In which case you need to go back to court to resolve the issue, or pay the arrears down below $5,000 (your driving license could also be blocked).

Or there is a warrant out for your arrest.

If you have another nationality you still cannot legally depart from the Western Hemisphere without a valid US passport, although many absconders do. Either by walking across the Canadian or Mexican borders and obtaining a new passport from the embassy or consulate of their other nationality, or traveling as best they can to a Caribbean or Latin American destination.

Are you an US citizen and in the USA now? What reasons did they give you for not giving you a passport?

I just read your previous questions and they are all about US passport issues but you never answer the questions people are asking to be able to give you a better answer. If you give more details about why you are not getting the passport you are more likely to get an answer that can help you. There could be so many reasons and the answer to this question must depend on the reason.
