If you have a dog be responsible with it. My neighbor's little yapping dog is a constant annoyance. If you want an outdoor dog then move to the country. Man has evolved well past the time when we needed to keep dogs for protection and herding.

There is a difference between barking and incessant barking. I once had a police officer come to my door because someone called them to report someone trying to break into my garage. When the officer asked me to get my dog to stop barking, I reminded him ... THAT'S HER JOB! She alerts me when there's something going on.

Sounds to me like you have a fence war going on with a neighbor, and if it were me, I'd make a trip or a call to the village hall or the police department to get my own version of things on the record.

I don't believe that one bark is grounds for a fine. I come from a police family, and the amount of effort that goes into filing a police report is not going to be worth it for one bark.

Because of humans! My new neighbor is a real *&%@# and she has called the cops on us b/c of one of my dogs not being on a leash-even though he has never stepped a paw onto their yard. Yet there is a dog that lives behind both of us that barks and barks and barks and barks and barks and barks-yet she probably hasn't called the cops on them because it keeps barking and barking and barking.............

Because people have rights, and if you don't want a barking dog you shouldn't have to have one. So don't dump your dog in the back yard and ignore him!

What exactly is the knowledge you are wishing answerers to share with your?

This really does not sound like an animals' rights issue. It is, also, hard to believe that this is true. Where is this? There certainly is not any regulation like that where I live now, nor anywhere else that I have lived.

Yea well, the animal 'rights' groups are the ones pushing for anti-dog laws. Your dog having 'rights' is not a good thing.

There are stupid anti-animal laws all over the country. If you don't like it then join the fight.
