satan isn't in charge of hell, he'll be burning in there right along with everyone else. it's not some place where he gets to gather all the lost souls of the world. He know's he's doomed, and in this world he is trying to trick as many people as possible into going down with him. That's all he is, a coward and a no good liar.
God has banished satan, satan has to come grovelling to God for anything, God has all power over Satan and anyone and anything anywhere!

Satan is not in charge of hell.
Matthew 25:41
"Then He will also say to those on His left, 'Depart from Me, accursed ones, into the eternal fire which has been prepared for the devil and his angels;'"
Matthew 10:28
"Do not fear those who kill the body but are unable to kill the soul; but rather fear Him who is able to destroy both soul and body in hell."
Satan was not cast down into Hell when he lost the war in Heaven, instead he was cast down to earth, and he roams the earth now.
Job 1:7
The Lord said to Satan, "From where do you come?" Then Satan answered the Lord and said, "From roaming about on the earth and walking around on it." and
... Your adversary, the devil, prowls around like a roaring lion, seeking someone to devour.
1 Peter 5:8
Hell is punishment for Satan, and was designed by God primarily for Satan and his angels, it's the garbage dump of the universe. God has no other place to put unbelievers, so they wind up there too. Satan is not there to torment people, and the old bad movie idea of the demons turning people on spits over fires is just that, a bad movie idea. Jesus had a lot to say about hell, and He never said that Satan is in charge there.
So, who is in charge of Satan? The LORD is in charge of the devil:
Jude 1:9
But Michael the archangel, when he disputed with the devil and argued about the body of Moses, did not dare pronounce against him a railing judgment, but said, "The Lord rebuke you!"
and
Zech. 3:2
The Lord said to Satan, "The Lord rebuke you, Satan! Indeed, the Lord who has chosen Jerusalem rebuke you! Is this not a brand plucked from the fire?"

God was...in the beginning...now Satin is the President of Hell, as God is the President of Heaven. Technically, God is Satin's President, but hey, the Devil is some tough competition for the Big Guy sometimes...

Satan is in control of Hell and he knows who can destroy him though. God has dominion over everything, it is just that lucifer became prideful and therefore God cast him down to this earth to live and distort the truth. See, lucifer does not want you or anyone else to know of God's true love for everyone - he would rather lie to you and let you know of things that are not of God. This will separate you from what God wants to truly give you.
Understand this - lucifer wants to make you think that he does not exist and if that happens then you will question all the things of God and therefore will keep you from God and that perfect love.
