When you say 'downstairs flat' do you mean a totaly separate flat, with it's own door etc, and not just a room or rooms in a large house? If it's separate then it should have its own supply and metering equipment. If its part of the same house, you would have to have separate sub meters installed to monitor electricity used by each tennant. Contact your electricity supplier if the above applies in your case. You may be paying far too much.

Here in CANADA, flats (apartments) have separate meters, the landlord needs to pay to separate the billing to effectively split the electricity used. If the bill is common then it will be written in the lease as to how the bill is split. If you have such a lease you need to show to the court that there are new circumstances that make the agreement null and void. Otherwise, you are stuck paying 50% regardless how much is really your usage.

Doesn't seem right having a shared meter. Best bet is to have the meter changed for a pre-paid (key) meter, then you can get a better handle on cost.

One idea springs to mind (ask your electricity board) if you wanted economy 7, you get a free metre (in the UK) enquire about having an economy 7 metre, and mention the situation that you're in, you'll get an answer, maybe a positive one too, you've nothing to loose by asking. If you have a fridge freezer, economy 7 pays for itself, that is you only pay a small amount for it, which is re-couped by the amount that you save, plus the free metre.

If the meter needs replacement, your electric company should do that "no charge". That is a piece of their equipment.
