I didn't read the question fully, but I don't want to delete my original answer. So, concerning your 12" butterfly, first....

For a 12" blade, probably not legal to carry, but perfectly legal to own. Don't carry them!

Let me say again: PERFECTLY LEGAL TO OWN!!! DO NOT CARRY!!!

...everything I wrote below was for butterflies in general...

According to packing.org, yes, they are completely legal.
Check your local laws and code. Most cops will tell you no, and remember, legal doesn't matter...what matters it what the cops believe. Yeah, if it is completely legal, you can countersue, but having worked in a jail for way longer than I want to think about, trust me, you don't want to go to jail. It sucks. There's no chicks in jail, man...

It is a common misconception that switchblade knives and butterfly knives are illegal throughout the nation; in fact, in many states it is legal to own a switchblade, just not carried, concealed, in your pocket.

Butterflies are even less restricted...in Missouri, there is no mention in legal code of butterflies at all. Switchblades are illegal to own, though. If you're gonna get a butterfly, though, remember there may be restrictions on blade lenth, even if there is not a restriction on knife type.
And get a good butterfly....not a cheap, crappy one. Spyderco, Benchmade, and Cold Steel each make great butterflies...I'm quite pleased with my Spyderco Spyderfly...it lives in my right hand pocket.

The reason this issue comes up is because the same group of people that are currently trying to ban firearms are the same group of people that managed to cause all the problems for switchblades, and there tricks have not changed. They started with switchblades, claimed that they were a favorite weapon of gangster and they the everyday joe had no use for them. Claimed that banning them would cause a decrease in the crime rate, when in reality, the criminals had long ago figured out that a big, bowie style knife can be easily hidden and quickly branished. Then they used the same propaganda on the butterfly knife...but people started to question the motive, and not quite as many places banned them. Then, they tried to ban all knives that you could fold and put in your pocket...the general public realized they had been taken for a ride, and the banners haven't tried again.

It's also along the same lines as the Saturday Night Special ban...filled the air with propaganda, people bought it, and we lost some of the coolest little carry guns around. then, the same people that brought us that ban, tried a Sniper Rifle ban...but the mistake they made was that they tried to ban all rifles. The deer hunters recongized it for what it was, a firearms ban, because the definition of a sniper rifle was any firearm to which a telescopic sighting device can be attached....which is basically every firearm made. Beware the Brady campaign...they like to lie...

There was a famous case recently in Virginia where it had to be decided if a balisong was legal to carry. The case, Thompson v Commonwealth, involved a man who was being questioned by police and had one in his pocket. He was arrested, but the case ultimately was overturned due to the court ruling that the balisong doesn't sound anything like any weapon in the concealed weapon law. He was found innocent of any wrongdoing. This does technically mean they are legal to carry (there is NO question they are legal to own), but keep in mind your average police officer is not exactly going to be up to speed on long detailed cases like that. Police generally leave you alone if your not breaking the law, but twirling a balisong in public might be invite them to start bothering you about why you're doing that. Virginia doesn't have any laws that make carrying a knife illegal for someone under 18 (such laws are mostly myth because the principle of law assumes you don't know any better). If an adult can't carry something, neither can a minor. Just don't bring it to school or a courthouse.

Ask the cops.
Why would you ask that question to people here?
