In the scheme of things, a consul general is not very important, and you don't have to call him "Your Excellency" the way you might an ambassador.

"Dear Consul-General" will do fine.

Andy is correct, as always. Address a Consul General by Mr. or Ms. either in writing or face to face.

Yes, either as Mr or Ms or just Sir would be fine as a form of formal respectful address to an official.
