What is the proper form of address for a Consul General?

n the scheme of things, a consul general is not very important, and you don't have to call him "Your Excellency" the way you might an ambassador.

"Dear Consul-General" will do fine.

Your excellency sounds too pompous; so I would address correspondence to Consul General So-and-so.
