No, not really. If they did, they might have figured out a way to keep their own people in the country instead of them jumping the border into the U.S.

This issue again? Fine, I've answered dozens of questions like yours. I'll copy an answer I gave minutes ago:

Actually Mexico is the 4th in Latin America by GDP per capita. And the other countries are not much behind. The southern Mexican border is not so watched as you think. Actually the USA pressures Mexico to watch more its southern borthers because USA knows that many immigrants use Mexico as a half-way to the USA. If the souther border in Mexico is well watched (what is not) you should thanks them. And I would like also to say to you that during Guatemalan civil war (that ended in 1992), Mexico gave refuge to thousands of Guatemalans"

Unlike the US, Mexico has laws again illegal immigration. If an illegal is caught, so I heard on TV once, they are thrown in jail
