cook dinner for them or if you're a lousy cook, order out, even if it's pizza
set the table really nice
clean up the house
let them dine alone too
you could eat earlier, later or in another room from them.
as a mom, I can tell you, I'd love to receive a gift of love rather than something bought in a store.
by the way, if you can't afford pizza or cook something yourself, even something as simple as grilled cheese or an omelete would do.
I'm sure you have been taught, it's the thought that counts.

A gift certificate to a Spa...parents always need some good ole' pampering...
But remember, as their child, first born (I am assuming you are 1st born), next year, on their 25th anniversary, it's their platinum years ( I think either gold or platinum), you have to throw them a Platinum or Gold Wedding Anniversary Dinner/Party...you have to make it extra special, start looking into it, get family involved, it's the most sweetest thing you could do for your parents on their 25th anniv.
But for now, a spa treatment would be awesome.

i faced a similar situation on my parent's 17th anniversary .hope the thing i tried could help you.
i just collected the old photographs of my mum and dad,their marriage ceremony,honeymooning days,when i was born etc.;bought a nice photo album and gifted it to them straightaway in the morning (placed on the pillow with their fav. flowers ) and when they came out of the room,just hugged them both and thanked them for being together and making such a beautiful couple.
i think parents like your true feelings more then any magnificent gift.

You don't say how old you are. But, you seem well educated and can spell pretty well. So, I am going to assume you are old enough to cook. Why not make them a romantic dinner? Do you have younger siblings? Can you offer to baby-sit so they can have alone time? Do you know if they saw a movie together on their first date? Do they have a favorite movie they could sit and watch together? Try recreating their first date...
