You can convert .WAV files into mp3 using Musicmatch Jukebox.
But, I think the best of the lot is "AV Music Morpher". Download the free version of it from www.audio4fun.com. You can interchange between a quite large number of sound formats , including mp3.
Plus you get a good music player and a good morpher. Open the file in AV Music Morpher, right click on it and click on Morph and you get the required dialog box. The size of the software is about 9 MB.

U Need the mp3 decoder as well since audacity will ask for it and it is a very imporant file in the future so save it after u download it. It is a very small file anyways.

Windows media player will rip any sound file into mp3 format. So will deepripper from deepburner.com
