Call the County Animal Control (again) and City Hall. The owner of these dogs is in violation of ordinances like the Leash Law (which almost every town/city/municipality has on the books), as well as interfering with your right to enjoy common property without fear of injury. The owner will be notified that he/she has a certain amount of days to comply (in the case, fencing the dog/s would be likely), and, if another complaint is received, the dog/s may be permanently removed.
DO NOT WAIT until you or a family member is bitten before you take aggressive action on this issue. The owner of these dog/s clearly has no interest in doing the right thing. It's up to you to be "the squeaky wheel that gets the grease".
In the meantime, keep a close eye on your daughter, making sure she knows that she is not to play outside without your supervision, and definitely should not approach these (or any other, for that matter) dogs. While YOU are outside, walking or whatever, carry a baseball bat (I am not kidding here) and, if one of these dogs approaches you in an aggressive manner, HIT IT AS HARD AS YOU CAN. If anyone out there thinks that this is cruelty to animals, I suggest you go to any emergency room and look at a child who has been mauled by a vicious dog. Sorry to be graphic, but, this is a reality.

When a dog growls, it is the same thing as when an angry human with a gun says, I'm gonna shoot you if you come ANY closer. A serious growl is a serious warning. That dog, and especially that pair of dogs, is a serious threat to your safety and your child's safety. Get it removed as soon as possible by any legal means you can. Talk to your local police and explain that you have real concerns for your child's safety. Don't stop until someone takes you seriously and the dog is either constantly restrained in its yard or removed and put down humanely.
I am pro-dog, I believe in dogs, I love dogs, and that dog roaming, especially with a buddy, is a threat. Bring your daughter inside until the dog is safely contained and remind her never to look an angry dog in the eye as dogs see this as a direct challenge. Never run from an angry dog, only walk - until you are close enough to the house to get inside.
Why take the chance? They can replace a dog. You can't replace a daughter.

Is there a dog by-law? If so keep calling animal controle, here everytime a dog is impounded the fines increase(1st offence $50, 2nd $100, 3rd $500) and after the 4th impoundment the owners have to go to court. I hope that helps. I would never let my dog run loose, he's a very friendly dog, but ANY dog can bite.

I am the proud guardian of a wonderful 4yr old rottie/shepard. She is fantastic, loving and protective and because we love her so much we never never let her off leash, even in our own yard. These owners care nothing for their dog, if they loved it as part of their family then they would never let the dog out of sight to get hit by vehicles, people or hurt in any way. I know the rep these dogs have but we love ours, they don't!
Call your SPCA, Pound, and even the press if need be. Make them love it or give up to someone who will. The dog deserves better.

I would put my hand out an say no in a loud command voice an stand still say it two or three times an do not run.AN if these dogs are mean call the police.AN if there on your property shoot them you have the right to protect yourself anyour state i would say has a leash law.

File a complaint. You have the right to feel safe on your property especially with a child. If he is charging at you and coming on your property, or even public property ie: the street you can file a complaint with the city or if you are rural, the police department. They will end up in court or being fined if they do not keep their dogs contained.

Rottweilers are nice dogs. They just have a bad repuation, if you're so frantic then tell your daughter not to play outside.When I was a baby my parents had rottweilers, the male didn't like me but the girl loved me, so if it was fine for me it should be fine for you.
