You either run the OS or run an emulated version of it.

Why would you like to run an operating system on top of another one in the first place anyways?

You could duel boot linex and windows. So you have part of your drive dedicated to windows and another section to linex. It gets quite fun and complicated at this point.

If I assume you don't want to use any virtualization software, then no.

It'll only happen if MS make it so, such is the joy of closed source software.
