The lowest part i would imagine, hope the little boy in Holland has something bigger than his finger to stick into the dyke.
Seriously i think all coastal regions are going to be hit, as well as inland areas close to rivers, already terrible floods all around the world. It's up to all of us to do our bit to help prevent it getting worse.

If global warming is real, then its consequences will be very, very bad for the whole planet, not just for Europe or any particular part of Europe. The world's economies and trade patterns are so interwoven now that when Britain, France, Belgium & the Netherlands disappear under water, the impact will be felt everywhere; all those people will have to find somewhere to go, someone will have to replace all the goods & services they can no longer provide, and someone will need to feed all those people.

If global warming is a reality, the next real World War may be fought over fresh water supplies...

It depends on what impact of global warming you mean. If its sea level rise because of the polar ice caps melting, then it will be the Netherlands, as its so low lying. However coastal regions of all countries will be affected, including the UK.

If its the change in climate, then all of Europe (and the world) will be affected. Poorer parts of Europe will suffer as crops won't grow in hot weather, and urban areas will suffer from floods from increased rain.

Hope that answers your question!

Note - Global Warming is a reality, it has been proven in many ways, you only have to look at the size of the ice caps and how they are withdrawing to find out. Look into the facts of temperatures over the last 100 years compared to our CO2 emissions, the hole in the ozone layer, the amount of natural disasters that are worse then they should have been. It is real and we all need to be aware of that

Low lying areas and reclaimed land (such as the polders in The Netherlands) as the water level rises they will once again be claimed by the sea.
