The dogs personality and training have more to do with their ability to be around children than breed. However, Jack Russles are small, and can be easily injured, and there fore, to protect themselves, may become snappy. Cockers can be very good, but also known too be a tad food aggressive, so you need to train the dog, supervise, and teach the kids to be gentle... everything should work out fine with the right approach and training.

It depends on the temperament of the dog, not the breed. If it's a puppy and is raised with children, they should be okay. If it's an older dog...how is his temperament? Is he friendly?

nobody can tell you for sure..both are kinda hyper, likely to snap at a kid out of exuberance or fear.
