Your question is very unclear as to what you are asking for, so I will assume that you are a civil engineer who wants to work as a contracted manager for construction contracts.

My first comment would be that civil engineers prove in 90% of the cases to be almost as poor at managing construction contracts as MBAs.

My second comment would be to either find someone who has experience in this field and ask if you can look over one of theirs, or hire an attourney to write one up for you.

If, you are looking to hire a civil engineer to manage a construction contract, don't. Hire someone with construction experience and make an engineer available to them for the rare instances where their assistance might be needed.

If the position will involve supervision of other personnel, don't hire a civil to do it.

There are lots of examples we can see of contract management. Almost all fields are using contract management software today to manage contract and data well and safe. From bank to hospitals and IT company to civil engineering. Take a look at here for more information http://www.bit.ly/MybVTg
