Tradition usually goes with the best man hosting the bachelor party. However, most weddings these days are not 100% traditional, so if you aren't the best man then maybe you can offer. If he has chosen a BM then you should contact him to see if he is going to do it. Some close friends of the groom split of the costs, the planning, etc. to make it easier. Maybe you can volunteer to plan the party and try to get other groomsmen to chip in. I would talk to your friend and his wedding party (the best man, groomsmen, possibly close brothers/cousins) to make sure that you are all on board.

mostly the best man plans the bachelor party, but if its next summer, dont fret, u still have a while to plan :-) talk to other close friends of the groom and it could be a joined effort

The best man and all the groomsmen are suppose to plan it together. They all split the cost. It wouldn't hurt if you aren't in the wedding to help with it but talk to the other people that are in the wedding party.

It's apparently the responsibility of your BMs or MOH to plan it, although I'm doing it myself because I chose to. I'm like you, I don't have a single group of female friends; actually most of them are guys, and they are mutual friends, so they're already going to the stag night. One of my BMs is abroad, and the other is happy to plan. I have no sisters either, and I'm not close to my cousins. It's not a problem not having a party, or perhaps you can have a joint party. Your man can still have his normal one, but then you could have a joint one with a mish-mash of people attending. We have so many mutual friends (we worked together for years), so we're using the joint hen and stag to invite them all to one big night.

Whichever friend has the money to host the party, and volunteers to host it, may host it. It's usually a best man or groomsman, but not necessarily.
